Trump creates Super Intelligence Force for US AI policy

Jay Clayton will coordinate federal AI work after major labs agreed to voluntary controls, external audits and board oversight.

Donald Trump has named Director of National Intelligence Jay Clayton to lead a new Super Intelligence Force, putting a single senior official in charge of coordinating the US government’s AI push across agencies and outside stakeholders.

Reuters reported that Clayton’s team has 120 days to produce a report on AI risks, opportunities and the federal government’s role. CBS News reported that the force will also include FTC chair Andrew Ferguson, Pentagon technology official Emil Michael and Office of Personnel Management director Scott Kupor.

The move follows a voluntary White House accord signed by OpenAI, Google, Anthropic, Meta, Nvidia and xAI. The accord commits frontier AI companies to internal controls for areas such as cybersecurity and biosecurity, independent external audits or evaluations, and board-level review of the findings.

This is not a binding law, and it leaves many details open: who the auditors are, what access they get, and whether companies will publish results. But it is still a meaningful shift in US AI governance. The largest AI labs are now tying safety controls to a White House process while the administration keeps a light-touch, competition-focused approach.
